The Chair plans and conducts all meetings and represents NCE faculty in institutional meetings.

The Chair-Elect/Secretary ensures that all actions of the faculty are duly recorded in the minutes.
Chair-Elect/Secretary serves on Council of Chairs and as a member of Committee-on-Committee if there is discussion of policy issues.

·       Meet regularly with other department chairs

·       Represent departmental faculty voice

·       Provide leadership in coordinating various departmental responsibilities

Non-voting Advisory:

Note:  Departments with 4 or more programs or concentrations may elect a second representative. All representatives hold graduate faculty status with the following exception. A department that has an undergraduate program and a department that does not have a graduate program or does not offer graduate courses may choose to send a departmental representative who does not have graduate faculty status.

·      Approve programs and program revisions

·      Coordinate and approve policy and procedures for the systematic review of curricular programs and make recommendations to the National College of Education

·      Coordinate and approve policy and procedures for the initiation and modification of curricular policy within NCE

·      Monitor duplication between preservice and graduate courses and workshops based on title and content

Non-voting Advisory:

NOTE:  The NCE Constitution states that departments which offer undergraduate courses may choose to send a representative committed to serve the minimum of an annual term. if there are any departments other than those listed above that offer undergraduate courses, please advise Bernadette Herman, Committee-on-Committees.

·      Set standards for membership on Undergraduate Council

·      Approve undergraduate courses and workshops

·      Recommend policies and procedures for undergraduate programs and courses to the NCE faculty for approval

·      Implement approved policies and procedures

·      Determine undergraduate admission criteria in collaboration with undergraduate Admissions and Retention Council

·      Create advisory subcommittees with specific charges as needed

Non-voting Advisory:

·       Major policy-considering body with respect to undergraduate admission and retention affairs

·       Hear appeals by students for exceptions to stated policies and for matters pertaining to admis­sion and retention, determine the outcome, and inform the Undergraduate Council of its decisions

·      Review admission and retention policies and make recommendations to the Undergraduate Council

NOTE: Constitutional amendment requires that the representatives from the Department of Foundations and Inquiry and the Department of School and Educational Psychology be elected at-large.

·       The major policy-considering body with respect to Admission and Retention affairs for the Graduate School

·       Hear appeals by students for exceptions to stated policies and for matters pertaining to admission and retention, determine the outcome, and inform the Graduate Council of its decisions

·       Review admissions and retention policies and make recommendations to the Graduate Council

Note: All members must hold graduate faculty status

The Constitution provides for one additional representative holding full graduate faculty status from each department containing four or more programs or concentrations if such departments wish to elect an additional representative. Departments meeting this criteria who wish to elect an additional representative are asked to notify Bernadette Herman, Committee-on-Committees.

·      Approve faculty for membership in the Graduate School, as specified in Article III, Membership, Section 2 of NCE Constitution

·      Approve courses and workshops with the Graduate School

·      Determine graduate admission criteria in collaboration with Graduate Admission and Retention Council

·      Recommend Graduate School policies and procedures to the NCE Faculty for their approval

·      Implement approved policies and procedures

·      Review actions of the Graduate Admissions and Retention Council

·      Create advisory subcommittees with specific charges as needed

·      Make an annual study of the Constitution and Bylaws

·      Be responsible for organizing the procedures for submitting amendments it wishes to propose or that others wish to propose to the NCE faculty

·      Be responsible for keeping all members supplied with up-to-date copies of the Constitution and Bylaws

Non-Voting Advisory:

·      Recommend instruments and processes for assessing our teaching

·      Promote the role and use of evaluation, including self-study, to improve instruction

·      Research procedures and processes that support quality instruction

·      Seek and respond to graduate and undergraduate student voice concerning evaluation issues

·      Communicate findings and recommendations to the faculty when appropriate

Non-voting Advisory

·       Review yearly program assessment reports that summarize student performance data and progress in achieving program, college, and professional goals and outcomes

·       Compose a college assessment report by synthesizing and aggregating data summarized in program assessment reports

·       Stimulate college-wide discussions that are based upon the data in reports and that promote reflection and action regarding learning and assessment practices across the college

·       Research and support the assessment procedures and processes of the college

·       Refine assessment report format and bring recommendations forward to the faculty

·       Collaborate with Curriculum Council to identify potential revisions for the college conceptual framework, as well as its goals and outcomes, based on review of accumulated assessment data, bring recommendations forward to faculty for discussion and voting

·       Identify faculty development and support needs related to assessment processes

·       Provide feedback and support to programs on their assessment processes

·       Make recommendations to the department chairs and deans regarding assessment related resources needed in the college

·       Seek out and respond, at least annually, to additional voices concerning assessment measures and processes in order to obtain a broader perspective: adjunct faculty, undergraduate and graduate students, program advisory board members

·       Develop ad hoc committees and relationships to support the charges of the council

·      The chair-elect may choose to participate in the detail work of the committee or to be an active participant only in discussions regarding policy.

·      Compile and disseminate, at the beginning of each academic year, a list of fulltime faculty which specifies graduate faculty, voting faculty, rank, tenure status, programmatic and departmental affiliations

·      Prepare, update, and disseminate a list of councils and committees, their chairs, memberships, terms of office, and council meeting dates

·      Announce vacancies, prepare slates of nominees, conduct elections to fill vacancies, and announce election results to the National College of Education faculty

·      Collect, archive and disseminate as needed the agendas, minutes and annual reports of the National College of Education faculty organization, its committees and councils

·      Accept all relevant charges from the National College of Education faculty organization

NOTE:  All members shall be full-time tenured faculty members; at least two members of the committee shall hold the rank of Associate Professor or Professor; no member shall serve successive terms.

·      Review applications from faculty members

·      Submit a full report of the vote to the Institutional Promotion and Tenure Committee

·      Maintain the confidentiality of all deliberations and actions

Advisory non-voting:

·      Annually consider and, if necessary revise, the vision of the College with regard to technological infrastructure and the integration of technology into teaching, learning, research, and service.

·      Make recommendations with regard to College and University policies and procedures related to the use of computing and communications technologies affecting the work of faculty, students and staff in the College to NCE Faculty, NCE Dean and Department Chairs, the Senate Academic Technology Committee, other appropriate committees, councils, and/or bodies.

·      Sponsor activities designed to foster faculty and student reflection and growth concerning the appropriate use of technology in teaching and learning, research, and service.

·      Identify faculty support and development needs with regard to technology and consider policy and procedural recommendations related to faculty development.

·      Identify undergraduate and graduate student concerns and needs related to technology.

·      Serve as a conduit for College faculty, staff, and students to communicate needs and interests with the Office of Information Technology and other relevant administrative and governance bodies.

NCE REPRESENTATIVES TO SENATE

Note:  No member of the committee shall serve successive terms.

·      Review applications and the reports submitted by the promotion and tenure committees of the individual colleges and other recognized academic bodies comprising the institution

·      Make recommendations on their disposition to chief academic officer

·      Exert leadership among the faculty in planning the academic future of the University as well as achieving consensus among the faculty concerning the academic direction that shall be pursued by NLU

·      Establish guidelines for prosing new academic programs, presenting plans for enhancing already existing programs, and discontinuing programs

·      Recommend academic/faculty planning priorities for the institution which include budget implications for the institution

·      Develop academic/faculty planning documents for the Senate

·      Work with the chief academic officer to oversee all academic planning processes

·      Conduct periodic review of the Senate Academic Planning Process

·      Inform faculty members of the procedures for applying for sabbatical leave

·      Collect and review sabbatical applications

·      Make recommendations for sabbatical leaves to the chief academic officer

·      Provide reports of meetings and actions to the Senate

·      Represent the interests of all full-time and adjunct faculty of NLU in reporting to the Senate its recommendations regarding faculty salaries, fringe benefits, work environments, travel reimbursement, support services, and other aspects of the quality of work life as assigned by the Senate

·      Keep informed of the ongoing financial status of the University

·      Represent the faculty through the Senate in the annual budgeting process

Recommend to the Senate appropriate faculty development activities for the University (including but not limited to reporting on faculty development funding activities at the university, identifying funding resources for faculty development, reporting on faculty development needs for continuing and part-time faculty, assuming leadership for the faculty development activities of the university, and facilitating faculty recognition activities at the university.

·      Address issues related to standards of conduct for faculty, evaluation of faculty performance and faculty appeals

·      Establish standards for faculty performance

·      Organize and monitor the teaching evaluation process

·      Monitor the faculty appeals policy

·      Implement the faculty appeals policy

·      Address issues related to support for all academic programs and faculty within the University

·      Elicit and address faculty issues related to academic support needs, including but not limited to the bookstore, infrastructure, public safety, student services, and the University Library

·      Recommend university-wide student academic standards to the Senate

·      Monitor standards for admission, retention, appeals, graduate of students, financial scholarships and fellowships.

·      Address faculty and student issues relating to technology

·      Assess academic technology needs

·      Develop plans to meet those needs

·      Provide vision for future effective utilization of technology

·      Recommend policies and procedures concerning academic technology (including but not limited to issues relating to computers, interactive classrooms, multimedia, telecommunications and software which affect faculty and students as they teach and pursue research and scholarly work)

*Note:  One member of SATC is a liaison to the NCE Technology Committee.

·      Recommend and monitor policies for review, assessment, and accreditation of programs at the university level

·      Identify and attempt to resolve potential conflicts arising from college-approved curricula which impact on more than one college

·      Report conflicts and resolutions to Senate

·      To investigate and make recommendations to Senate concerning all out of Chicago campus related issues, including, but not limited to academic policies and procedures, conditions affecting academic programs, availability of university resources climate in which center faculty do their work

·      To advocate for equitable treatment of center programs and faculty

* Each out of Chicago-area campus shall elect one representative to the Committee. 
Each college and the Library shall elect one representative.

·      Meet monthly with the VP of Administration and keep informed of ongoing financial status of the university

·      Be a proactive body reporting to Senate and making recommendations concerning the financial affairs and health of the university

·      Consult with the faculty and advise the administration concerning financial affairs like cost containment and budget efficiencies

·      Seek regular exchanges with the Board of Trustees Financial Affairs Committee
